Luca Melchionna
Luca CM Melchionna has 25+ years of experience in both private practice and academia, in Italy and in the United States. He is a transactional business attorney with a focus on regulatory, compliance, and M&A/tax. Luca currently represents and assists multinational companies and institutional entities in a variety of corporate, commercial, and tax law matters. He assists buyers and investors in the formation and/or acquisition of U.S. companies, local assets, and international business transactions.
Luca is Counselor of Legal Affairs of the Permanent Delegation to the UN of EPLO, the European Public Law Organization, a thirty-year-old international organization dedicated to the promotion of the Rule of Law. https://www1.eplo.int/
He graduated from Sapienza University, Rome, School of Law, with a Juris Doctor. He earned the following degrees and certificates: Master in Laws (LLM) in International Business Law, Sapienza University, Rome, Business School; Master in Laws (LLM), International Tax Planning (with honors), Sapienza University, Rome; Certificate in Comparative Corporate Law, University of Paris I/Cornell Law School; Master in Laws (LLM), Boston University, School of Law; Tax and Revenue Management Certificate, Harvard University, Kennedy School of Government. He was a visiting professor at Boston University, School of Law; Director of the LLM Program and Adjunct professor of law, St. John’s Law School, NYC (where he received two St. John’s Law School Dean’s Teaching Awards); Visiting scholar at Columbia University.
Luca is admitted to practice law in the State of New York and before the following courts: U.S. Court of Appeals for the Second Circuit; U.S. District Court of the Southern District of New York; U.S. District Court of the Eastern District of New York; U.S. District Court of the Eastern District of Michigan; U.S. District Court of the Western District of Michigan. He is also a member of the New York City Bar, the American Bar Association (ABA), and the New York State Bar Association (NYSBA). He currently serves as vice-chair of the Business Law Section (BLS) of NYSBA, and chair of the Technology and Venture Law Committee of the BLS. Luca is also a member of AIETC, the NYSBA Artificial Intelligence and Emerging Technology Committee, and a member of the New York State Judiciary Advisory Committee on Artificial Intelligence and the Courts. He has been selected New York Metro SuperLawyers in 2024 and in 2025.
